A policy is discriminatory if it has a disproportionate “adverse impact” against any group based on a protected class when there is no legitimate, non-discriminatory need for the policy.

Integrate NYC regularly collects research on how low-income students of color are disparately and adversely impacted by the segregated school systems of the city, state, and country with respect to the following ten areas.  We share this research to make clear the urgency for resource equity and integration.
